Chapter 1. Welcome!

Welcome to the Thumb Alliance Pre-paid Inpatient Health Plan (PIHP). We manage public services for mental health and substance use disorders in Lapeer, St. Clair and Sanilac counties.

The Thumb Alliance PIHP partners with Lapeer County Community Mental Health (CMH), St. Clair County Community Mental Health, Sanilac County Community Mental Health and more than 170 other agencies in the three counties to offer public mental health serviCs to qualified residents. We provide services to people with serious mental illnesses (SMI), children with serious emotional disturbances (SED), and people with developmental disabilities (DD).

The Thumb Alliance PIHP is also the Coordinating Agency (CA) for the region. This means that the PIHP has been appointed by the State of Michigan to manage public services for substance use disorders (SUD), including alcoholism, for the region. The PIHP contracts with more than a dozen agencies to provide substance use disorder services. Our practitioners are trained to treat people who have co-occurring disorders, such as a mental illness and a drug addiction.

This customer handbook is given to you when you are approved to receive publicly funded services for mental health and/or substance use disorder services. Residents of the three-county region may request a copy of the Customer Handbook for their own information.
