Thumb Alliance PIHP
Welcome to the Thumb Alliance Prepaid Inpatient Health Plan (PIHP), your link to public services for mental health and substance use disorders in Lapeer, Sanilac, and St. Clair counties.
The Thumb Alliance PIHP is a semi-autonomous division of St. Clair County Community Mental Health Authority. The PIHP manages the Medicaid mental health plan and three other benefit plans for the Community Mental Health (CMH) agencies in these three Michigan counties.
The PIHP is also the Coordinating Agency (CA) for public services for substance use disorders in the three counties.

Our vision is to help build a future that is free of the prejudice and stigma that prevent people from seeking treatment for behavioral health concerns. To that end, we will provide services that promote both the mental and physical well-being of those we serve within an integrated system of care. We will also assist families and communities in learning how to support, respect, and advocate for individuals recovering from mental health and substance use disorders, or living with developmental disabilities. Our vision is to help create communities that recognize and nurture the potential in everyone.
